Relaxation of building standard law of Japan

In 25th,June, 2019, amended building standard law (けんちくきじゅんほう) became effective.

Summary

1 In the case Total room area of a wooden building is 200 square meters or less ( 3 stories or less ), when you use this house for hotel business, shop etc, you do not need to convert this building into reinforced concrete building.

2 If total room area of a building is 200 square meters or less, when you change registered purpose of building, you do not need to get authorization from city hall.

1 Before amendment of this law, when you operate restaurant, hotel, sharehouse in 3 stories building, you needed to remodel entire building into reinforced concrete building.

Before amendment of law, when you purchase 3 stories wooden building and operate hotel business, you need to convert the building into a building made by reinforced concrete building and it cost a lot of money.

However after amendment of law, when you purchase a wooden building and it is 3 stories or less building and total room area is 200 square meters or less, you do not need to convert the building into reinforced concrete building.

As for 2.
Before amendment of law, when you convert a building of total room area is 100 square meters or more, you needed to acquire authorization (Kenchiku kakunin).
And in order to acquire this authorization, you need to prepare a special document. And in some cases, you can not prepare it.
Because this document can be issued when the house was built.

However after amendment of law, as far as total room area of the building is 200 square meters or less, you do not need to prepare this document.

So, you may have more chances to convert a residential building into inn without too much problem.

Japanese government tries to encourage owners of old wooden house to reuse the building by amendment of law.
